Summary0019222: Allow resending of confirmation messages to unconfirmed subscribers
DescriptionCurrently subscribers only receive a confirmation message once and if they do not respond then they remain permanently unconfirmed. Provide the ability to re-send confirmation messages after initial signup. This functionality previously existed in phpList 2.x but was removed in phpList 3.

This should be made a config that we switch off by default. The main reason I commented it out, is that it doesn't scale very well, the way it was made. If you want to send a lot like this, it will either timeout or fail and also you won't have a good grip on the outgoing messages spamming the receiving servers.
