Summary0018855: Link tracking urls can themselves be tracked
DescriptionWhile testing issue 18854 https://mantis.phplist.org/view.php?id=18854 I found that the processing to avoid double link tracking (including a link tracking url, e.g. http://mysite.com/lists/lt.php?tid=xxxx in the content of a message) doesn't seem to work.

There is some code in admin/send_core.php that tries to identify such urls but that is out of date as it looks for an id parameter on the url not the tid parameter that is now used.

Then the processing in sendemaillib.php that examines a url to see if it looks like a link tracking url is incorrect
    !strpos($link, $clicktrack_root)
should be
    strpos($link, $clicktrack_root) === false

because $clicktrack_root will be at the start of $link, position 0.
