Summary	0018852: Vertically align the 'hamburger' menu icon on small screens
Description	The hamburger menu item is not vertically centered with the top bar when viewed on small screens. Move the hamburger menu icon lower so that it is vertically aligned (the center of the hamburger icon is the same as the center of the top bar and the phpList logo).
