|Description||Move the theme switcher input select menu from the navigation sidebar into Config->Settings page. The theme does not need to change frequently so storing it with other long-term settings is appropriate.|

Well, not really. We would need some kind of admin - preferences page where each admin can set their personal preferences. Adding it to the configuration page would be wrong, as that page is about phpList wide configuration.
I guess we need a new page for this. I'll work on something.
|Historically the theme has been set system-wide as I understand it, so managing this from the settings page would be a continuation of this policy. As a future feature having the theme configurable per-user would be good, but not a blocker for this this release.|
