Summary0016727: Ampersands in list titles are shown as HTML control characters
DescriptionIf an ampersand (&) character is used in a list's title, is it shown in the front end as '&amp'.

It would appear that characters are being converted to their HTML equivalent but then their component parts are being converted as well.
Steps To ReproduceEnter a list name with an ampersand in it. View in the user front end or admin screens.

seems ok now. I made a list "Questions & Answers" and the frontend does not turn that into & amp;
