Summary0015540: User history record has unnecessary quotes
DescriptionThe user history record created when importing users includes the URL of the page to view the new users details.
It has incorrect and unnecessary quotes around one of the parameters
e.g. http://www.example.org.uk/lists/admin/?page="user"&id=281 [^]
Note that the value has had html entities escaped.

        $history_entry = $GLOBALS['scheme'] . '://' . getConfig("website") . $GLOBALS["adminpages"] . '/?page="user"&id=' . $userid . "\n\n";


there is no need for the " around user.

When viewing the user history the record gets displayed like this
http://www.example.org.uk/lists/admin/?page="user"&id=281 [^]

ah, no it wasn't. It was ok in the "stable" commonlib, but still existed in the trunk one
