|Steps To Reproduce||Apparently there is no functional built-in fallback to english if a language folder is absent. Creating these in folders and populating them with the original english files seems to fix this.|
The Traditional Chinese language pack of the administrators interface currently only covers one folder: admin/lan/zh-tw/
The files in the following folders still need translation:
I guess it might be useful to add these folders to the languagepack, populate them with the english language files, and include them in the next release.
